Introduction to Chinese Government Scholarships

In order to promote the mutual understanding, cooperation and exchanges in various fields between China and other countries, the Chinese government has set up a series of scholarship programs to sponsor international students, teachers and scholars to study and conduct research in Chinese universities.

China Scholarship Council (hereinafter referred to as CSC), entrusted by the Ministry of Education of People’s Republic of China (hereinafter referred to as MOE), is responsible for the enrollment and the administration of Chinese Government Scholarship programs.

Now 289 designated Chinese universities offer a wide variety of academic programs in Science, Engineering, Agriculture, Medicine, Economics, Legal studies, Management, Education, History, Literature, Philosophy and Fine arts for scholarship recipients at all levels.

Chinese Government Scholarship Programs

1. Bilateral Program

This includes full or partial scholarships in accordance with the educational exchange agreements or consensus between the Chinese government and governments of other countries, institutions, universities or international organizations. It supports undergraduate students, graduate students, general scholar and senior scholars.

Applicants shall apply to the dispatching authorities for overseas study of their home countries.

2. Chinese University Program

This is a full scholarship for designated Chinese universities and certain provincial education offices in specific provinces or autonomous regions to recruit outstanding international students for graduate studies in China. It only supports graduate students.

Applicants shall apply to the designated Chinese universities undertaking this program.

Supporting Categories, Duration, Instruction Language, Institutions and Majors

Coverage and Standard

1. Full Scholarship covers

Tuition waiver. Tuition funds will be comprehensively used by the host university. It may cover scholarship students’ education, administration costs and expenditures to support student activities.

Accommodation: free university dormitory or accommodation subsidy.

If the host university requires students to live on campus, the university will accommodate the scholarship students in a university dormitory (usually a twin room); if the host university permits students to live off campus, the university will provide monthly/quarterly accommodation subsidy:

undergraduate students (preppies), master’s students(general scholars): CNY 700 per month;

Doctoral students (senior scholars): CNY 1000 per month.

Stipend:

Undergraduate students: CNY 2,500 per month;

Master’s students/general scholars: CNY 3,000 per month;

Doctoral students/senior scholars: CNY 3,500 per month.

Within the scholarship duration, registered scholarship students will receive a stipend from their host university each month. Students registering on or before the 15thof the month will receive a full stipend of that month. Those who register after the 15thof the month will receive a half stipend of that month. Graduating students will receive stipend until half month after the graduation date. If registered student stays out of China for more than 15 days due to a personal reason (school holidays excluded), his stipend will be stopped during his leaving.

2. Partial scholarship covers

How To Apply

1) Bilateral Program: Chinese Embassy in Pakistan together with the Ministry of

Education and Professional Training of Pakistan are the due agencies responsible for selecting and recommending Bilateral Program candidates (Category Type A scholarship) to CSC. All application documents must be submitted to the Ministry of Education and Professional Training of Pakistan before March the 31st,2019. The Chinese Embassy does not accept individual application documents.

Duration of Application

The Chinese Embassy with the coordination of the Ministry of Education and Professional Training Pakistan begins the process of selecting scholarship candidates from January,2019 and submit the final list of the candidates to CSC before April 15,2019.

HOW TO APPLY:

  • ​Submit the online HEC application form available at HEC eportal at http://eportal.hec.gov.pkwebsite and retain its printed copy.

  • Submit Fees of Rs.300/-in favour of HEC through HBL online facility. A separate bank Account No. 17427900133401 at HBL, H-9 Branch Islamabad is being maintained for online transfer of fee to HEC from any HBL branch across the country.

Hard Copies of the applications are not required at this stage. By-hand or incomplete applications shall NOT be entertained in any case.​

Important Note

Kindly note that HEC would forward nominations from Pakistan after shortlisting of potential candidates on merit. The decision of HEC will be final and binding. Last Date for online application on HEC portal is on or before15th March, 2019.

Documents Requi​red

Please note that at the time of submission of HEC online application, no hard copy of any document is required to be sent to HEC on or before the deadline. However, candidates are advised in their own interest to keep ready hard copies of all documents including HEC online application form along with all educational copies of documents, as mentioned below.

After online submission of applications, HEC will ask through email to only shortlisted candidates to submit two sets of following attested documents stapled in spiral binding separately with HEC online application form as under:

  1. Copies of applicant and father’s/Guardian’s CNIC.
  2. Copy of applicant’s Domicile.
  3. Copy of HEC online submitted form.
  4. All educational degrees & transcripts from matric to last terminal degree attested by HEC & IBCC.
  5. Chinese online application form
  6. Pre admission letter from Chinese Government Scholarship Universities
  7. Language qualification certificate. e.g., HSK certificates, IELTS or TOFEL report.
  8. A photocopy of valid passport information page.
  9. Two recommendation letters in original.
  10. Two recent passport size photographs.
  11. Two copies of applicant’s statement of purpose.
  12. Original health/fitness certificate applicable for more than 06 months.
  13. Non-criminal record from police Department.
  14. In case of employment, No Objection Certificate (NOC) from applicant’s employer will be required from short listed candidates.
  15. Certified English Translations of supporting documents (i.e. certificates, testimonials, transcripts) must be submitted for documents that are not in English.
